Full-time undergraduate or graduate student
Maintain full-time enrollment unless fewer than twice the number of hours required to be full-time remaining in degree program
Major in Interdisciplinary studies with a Bilingual or ESL Certification unless no applicant possess these characteristics, then student enrolling full-time in the College of Education and seeking a degree in elementary education at the University will be eligible for consideration
Annually renewable if recipient reapplies and meets requirements

Full-time undergraduate student

Major in bilingual education in the Department of Teacher Education and Administration (or its successor) at the University unless no applicant possess these characteristics, then student enrolling full-time in the College of Education at the University will be eligible for consideration

Major in Interdisciplinary Studies, seeking elementary teacher certification unless no applicant possess these characteristics, then student enrolling full-time in any Teacher Education program at the University will be eligible for consideration

Major in Teacher Preparation unless no applicant possess these characteristics, then student enrolling full-time in the College of Education will be eligible for consideration
