- Full-time undergraduate student
- Maintain full-time enrollment unless fewer than twice the number of hours required to be full-time remaining in degree program
- Major in bilingual education in the Department of Teacher Education and Administration (or its successor) at the University unless no applicant possess these characteristics, then student enrolling full-time in the College of Education at the University will be eligible for consideration
- Annually renewable if recipient reapplies and meets requirements
- Demonstrate eligibility for need-based financial assistance as determined by completion of the Free Application for Federal Student Aid (FAFSA, or its successor)
